  • Description of Client – Hertfordshire County Council (HCC) is an upper tier local authority for the non-metropolitan county of Hertfordshire, with a revenue budget of £810 million.
  • Strategic Objective – HCC are mature outsourcers but with a significant budget shortfall it was imperative for HCC to move towards an outcome-based ICT service (along with additional transactional services like HR, payroll etc.) delivery model that enabled additional cashable savings to be made in order to reduce the forecast budget shortfall.
  • Operational Objectives – Cost reduction, support improved service redesign and process simplification. Enable the efficient provision of ICT in order to significantly reduce the operating budget over the 8 year life of a straight outsourcing contract.
